About the Department, Infrastructure and activities: 

Special Health Programs under the Department of Community Medicine

  1. Supportive supervision and coordinating activities of clinical services of HIV/AIDS under NACP

As per resolution taken in the EC meeting of WBSAP&CS held on 03.02.2015 chaired by the Principal Secretary, Dept. of Health & Family Welfare, Govt. of West Bengal, the supportive supervision committee has been formed at RG Kar Medical College and Hospital, Kolkata under the chairmanship of the principal, RGKMC for coordinating the clinical activities of HIV/AIDS within the college according to the guidelines of NACP phase-IV.

The other members of the committee are:

  1. Dr. Sukamal Bisoi, Associate Professor, Dept. of Community medicine – Convenor

  2. Prof. Surojit Kr. Biswas, HOD, Dermatology (over all incharge of Surakshya Clinic)

  3. Prof. Subrata Seal , Dept. of Gynae &Obstetrics (PPTCT Incharge)

  4. Prof. Mitali Chatterjee, HOD, Microbiology (overall incharge of ICTC)

  5. Dr. Partha Sarathi Karmakar, Assoc. Prof, Medicine (Nodal Officer of ART Centre)

The activities to be performed by the committee are:

  1. All patients with STI symptoms including the patients attended at gynae OPD (both pregnant and non pregnant) with STI symptoms to be treated and to be referred to ICTC for detecting their HIV status (including RPR test for syphilis in a single prick). The tracking activity of the referred patients to be done and the necessary records to be maintained at Surakshya clinic.

  2. HIV status including RPR test for syphilis for all the referred patients to be done at ICTC by single prick. Those who are positive for HIV to be referred to ART Centre for next level care. The necessary records of referred HIV positives as in guideline to be maintained at ICTC level.

  3. The counselling, treatment and other necessary records of all the referred HIV positive patients from ICTC to be maintained at ART centre level.

  4. Weekly report in prescribed proforma to be submitted to the nodal officer by the respective incharge of different departments.

  5. Nodal officer will submit report of supervision and monitoring activity to WBSAP&CS on monthly basis.

  6. At all level, the committee will supervise, monitor and support the activities performed by the respective staffs at each level for proper coordination of HIV prevention and control activities at RG Kar Medical College under NACP guideline.

This program has been started at RG Kar Medical College since May 2015.

  1. Integrated Disease surveillance Project(IDSP)

Integrated Disease surveillance project (IDSP), a decentralised disease surveillance project in India was initiated by the Govt. of India in November 2004. It is intended to generate and detect early warning signals of impending outbreaks and help initiate an effective response in a timely manner. An important component of this project is hospital based disease surveillance which is based on the clinicians’ assessment of the patient based on signs and symptoms. Timely sharing of this information can help prevent the spread of outbreaks in the community.

This project was started at RG Kar medical College in April 2012.

Data are generated from both inpatient and outpatient of the departments of medicine and paediatrics and are collected, compiled and transmitted to the higher authority ( corporation level and state level ) on weekly basis for taking further action if any. In hospital based surveillance, two types of ‘forms’ are used for collection of data. One is “P” form and other is “L” form. The L-form is sent by the department of Microbiology.

“P” form (Presumptive or probable): Diagnosis made on the typical history and clinical examination by a medical officer and “L” form is the clinical diagnosis with positive laboratory identification.

With the help of this two types of form data about 21 common infectious diseases are generated from RG Kar Medical college and send to Kolkata Municipal Corporation and State Health and Family welfare Department on weekly basis.

From July onwards 2015 we are sending daily data about Dengue fever.
