The Union Cabinet, Chaired by PM Modi approves the ONOS (One Nation One Subscription) scheme on 25 Nov 2024. The central scheme was launched to provide access to research articles and international journals to researchers, students, and research institute faculties to boost the R&D sector.

As the name suggests, the scheme offers countrywide access to scholarly, research articles from Indian to international with one subscription only. The government understands the power of research and development, so to make research easy for students and researchers the government brought this scheme.

To ensure the passage of knowledge to bright minds researching in any field, the central government outlays a budget of ₹6,000 crore for three years 2025, 2026, and 2027 consecutively.  The government has confirmed the researchers or students will be able to access over 13,000 research materials digitally on a user-friendly platform.

This central government initiative aligns with their Vikshit Bharat 2047, Anusandhan National Research Foundation, and 2020 National Education Policy goals. The government confirms the ONOS scheme will be effective from 01 January 2025 for the researchers and students.

Who will get the benefit of the ONOS Scheme?

As per the government announcement, the ONOS scheme benefit will be accessible to the following institutes or R&D, students, etc.:

  • All the Higher education institutions are under the Central or State government control and R&D laboratories are administered by the Central government. 
  • The scheme covers more than 6000 institutions, such as research institutions, universities, colleges, and R&D laboratories across the nation that will benefit faculty and more than 1.8 crore students. 
  • Higher education institutions and R&D institutions and students living in tier-2 and tier-3 cities also will be able to take advantage of this initiative. 

The government plans to start an awareness campaign to let people know about this scheme and use the scheme to research and excel in their academic goals.

  • Access to education resources: Access to extensive and highly impacted academic sources digitally through the INFLIBNET (Information and Library Network) from all over the country will make research information gathering easy and time-saving. 
  • One Subscription: With one subscription, the researchers and students will save their money on subscribing to various journals, websites, and time as they will get almost every piece of information here only. According to the government, over 30 international journals are included in the Scheme, which will only increase with time to offer vast knowledge in one place.  
  • Digitalization: With digitalization of the journals or research articles, it will be convenient for researchers or students to access the information anywhere at any time. 
  • Bridge the gap between rural and urban: The access to knowledge in one place with one subscription will open the gate for researchers or students who could not afford subscriptions to multiple journals can access the info without any worry bridging the gap between urban and rural Indian in the research sector as well.

How to get access to the One Nation One Subscription ONOS Scheme journals?

The government plans to make one dedicated portal for the ONOS scheme that will provide access to research materials, such as international journals, and articles to students and researchers from eligible institutions to continue their research. 

The ANRF will annually monitor and review the usage of ONOS subscriptions and the role of Indian authors of the eligible institutions in research and development. The government has said the Department of Education, state governments, and other ministries will take the initiative to conduct an awareness campaign to let researchers or students know about the scheme and encourage them to research. 

The Central government’s vision to achieve excellence in research, innovation, and development to take the nation forward and foster a research culture in the nation gets fueled by such schemes.
