Voting is the fundamental right of every citizen to choose their next leader, and to exercise this right you must complete the voter’s registration. The Philippines Election Commission (COMELEC) has started a program where voters can register from anywhere conveniently.

The Philippines citizens eligible for voting in the upcoming 2025 National and local elections must complete their voter registration before 30 September 2024. Filipinos who wish to register as new voters or transfer of location, entry correction, or any other modification can register through COMELEC registration. 

For voter registration, the voters must visit their nearest Office of the Election Officer (OEO) to submit their registration request. However, the voters who can’t visit the OEO can utilize the RPA Program. 

The Election Commission of the Philippines has started a program nationwide, called the Register Anywhere Program (RAP), where voters can register at their nearby RAP sites. 

The commission aims to increase the number of voters and provide a convenient method to the voters, especially to the working class through the RAP. RAP is a one-stop place across the country where you can complete your voter registration regardless of your voting location & address. 

The RAP program has been rolling from 12 February 2024 to 31 August 2024. Filipinos can register even on holidays. The Local COMELEC office will remain open for COMELEC registration till 30 September 2024.  

Eligibility for COMELEC Registration 2024

The requirements for Comelec registration that every Filipino has to fulfill for National and Local elections are mentioned below:

  • The applicants must attain the age of 18 years on or before the day of elections. 
  • The applicant must be a Philippines resident for over a year and he/she will cast the vote.
  •  The applicants who have resided in the Philippines for at least six months before the Barangay elections.
  • Applicants with past criminal records, or who have suffered imprisonment or declared insane or incompetent persons by the competent authority are not entitled to Comelec registration. 

Documents required for the COMELEC Registration 2024

The eligible citizen would require one of the following valid documents in hand when they wish to register as a voter:

  • National ID card 
  • PWD ID card
  • Philippine Passport
  • A license issued by the PRC
  • Braganay Identification
  • Postal ID card
  • Social-Security System or other Unified Multi-purpose card
  • NBI clearance
  • Senior Citizen ID 
  • Student ID or library card
  • For ICCs or Ips members, a Certificate of confirmation issued by the National Commission on Indigenous Peoples (NCIP)
  • Any other government-valid IDs 

Where can you register for the 2024 Election via RPA?

Under the RAP, the commission has planned to establish RAP sites in approachable places like Malls, Universities, Church organizations, and Government offices. 

Filinvest Mall was the first mall to sign the MoA with Comelec for voting registration RPA sites. Festival Malls, Main Square in Bacoor City, IL Corso in Cebu City, and Fora Mall in Tagaytay City have already facilitated RAP sites. 

The commission has set up more RAP sites near you to the mentioned approachable places to make it convenient for voters and boost the voting percentage of the country. 

How to complete Comelec registration 2024?

The voters can follow the below steps to complete their Comelec registration for exercising their voting rights in the upcoming elections:

  • The commission advised the voters to download the CEF-1 form at https://comelec.gov.ph/php-tpls-attachments/VoterRegistration/ApplicationsForms/CEF1_Revised_fillable.pdf
  • Take a printout of the form and fill in the details asked in the form carefully. 
  • You can take the filled directly to OEO or your nearby RAP sites as per your convenience.
  • Next, present the documents required for the voter’s registration.
  • Now, get your biometrics registration and receive the acknowledgment receipt from the officers. 
  • After the ERB approval, your information will be recorded as a Registered voter.

Overseas Voters Comelec Voting Registration Process 

Candidates who are planning to register as Overseas voters for the upcoming elections can complete their voter registration through iRehistro website or app by filling OVF1 online form.

The OVF1 application will allow their in-person registration at Philippines embassies in foreign lands. The iRehistro applies only to Overseas voters, not to online Comelec registration. 

Voting is not only a right but it’s a responsibility to choose the next leader of the nation. So, locate your nearby RAP or visit Local OEO to complete your COMELEC registration before the deadline.
